Mumbai North-East was formed prior to the 1967 elections. The region is a symbol of the city’s dichotomous development. Even though it is reputed for prime real estate and some important infrastructure projects, this is also the region where massive rehabilitation projects are being pursued to compensate those who have given up their land and homes.
The constituency consists of Mulund, Vikhroli, Bhandup West, Ghatkopar West, Ghatkopar East and Mankhurd Shivaji Nagar assembly constituencies.
In 2014, Mumbai North East had 16,68,357 registered electors. The winner, Kirit Somaiya got 5,25,285 or 60.9 percent of the votes, while the runner-up, Sanjay Dina Patil, secured 2,08,163 (24.1%). The Bharatiya Janata Party (BJP) candidate, Kirit Somaiya, came to power twice from here (1999 and 2014). The Nationalist Congress Party (NCP) leader, Sanjay Dina Patil, won in 2009, while Kamat Gurudas from INC got elected in 2004.
This time in 2019, a tussle between the sitting MP, Kirit Somaiya and the Shiv Sena sparked off a sudden change of guard in the ruling party. While Somaiya has been replaced by three-time corporator, Manoj Kotak from Mulund, the NCP candidate Sanjay Dina Patil is set to oppose him.
He seems to be confident of winning this time, as the opposition does not see a Modi wave. Secondly, many feel that Patil is an old hand, while Manoj Kotak is a rookie. Hence, it will be an interestingly tense fight between the newbie MP aspirant and the older NCP candidate who won the polls in 2009.

Corporator Manoj Kotak held some important positions as President of the Education Committee in BMC and President of the Improvement Committee in BMC during his tenure. As corporator, he was involved in local issues, such as solving the problems of roads, gutters, culverts and footpaths. Being quite tech-savvy, he reaches out and keeps in constant touch with his voters through social media. He issued some quick decisions and promises of improving the connectivity to metro stations as well as Navi Mumbai airport and closure of dumping grounds.

Sanjay Dina Patil, member of the Nationalist Congress Party, was elected to the 15th Lok Sabha from Mumbai North East in 2009. But he lost the next elections. He was succeeded by Kirit Somaiyya from the BJP in 2014.

From 2004 to 2009, Sanjay Dina Patil was Member of the Legislative Assembly. From August 2009 to July 2011, Patil got elected as NCP MP to the 15th Lok Sabha. He was also Member of the Committee on Commerce, Consultative Committee, Urban Development, Press Council of India, Parliamentary Forum on Youth and Committee on Labour. His attendance during Parliament sessions from 2009 to 2014 debates was fairly high, at 82%, although his participation in just seven debates was way below average. However, he asked 467 questions.
In his current campaigning, he has won support from the Marathas, who were buoyed by his support for reservations. The MNS, led by Raj Thackeray, is raising its support for his candidature and seems determined to make him win. Sanjay Dina Patil explains that the main issues he would tackle in the North East are the dumping grounds in Mulund, which poses toxic health hazards for the people.

Issues in the constituency
The main problem in Mumbai North-East is the dumping and non-segregation of waste. The issue of garbage is still rampant in Deonar, Kanjur Marg and Mulund. These areas seem to be the waste bins of the city. Although a number of agitations, meeting with the CM and constitution of committees have taken place, there has been no activity from the government.
Other issues are also rampant – groundwater contamination due to rains and smoke, leading to TB and cancer. Heavy traffic, ongoing construction work all the time, slum development and rehabilitation, demolitions, lack of basic amenities and drinking water, exploitation by the tanker mafia and badly maintained roads.
A 2018 survey titled All India Survey on Governance Issues and Voting Behaviour by Association for Democratic Reforms found that residents of Mumbai North East identified better employment opportunities (52%), traffic congestion (40.47%) and better roads (39.85%) as the top three issues that would influence voting behaviour.
